SUMMARY

Analysis of qualitative survey data to inform the outcome of a Government Funding Review:

Jersey’s Children, Education and Home Affairs Scrutiny Panel conducted their own survey in 2023, comprising predominantly of open text questions. Just under two thirds of respondents were parents / carers, while around a quarter were teachers. The survey formed a part of the Government’s Secondary Education Funding review.

Island Global Research was then commissioned to analyse the responses and found the following themes were commonly raised:

Staffing numbers & teacher retention
Support for those with special educational needs and disabilities
Underfunding of non-fee paying Government schools
Divided views on the system of academic selection at 14
Desire for a curriculum that prepares students for their future; investment in school facilities and resources; addressing behavioural issues.

The report of the Government review has now been published and is available to download from the State’s Assembly website. It highlights 29 key findings and 24 actionable recommendations.

Our analysis of open text survey responses from over 300 respondents, which fed into this review, can be found from page 81.

Deputy Catherine Curtis, Chair of the Panel, expressed her gratitude to everyone who participated in the review, including respondents to the consultation survey. ‘We deeply appreciate the thoughtful and in-depth feedback we received, which provided valuable insights into the challenges facing our schools,’ she said. The Panel found that core budgets for secondary schools remain under significant strain and that the review identified recurring themes such as ‘Parental choice: To what extent is it a practical reality?’; ‘Inclusion: How effective are current measures in promoting inclusivity?’ and ‘Selective transfer at 14-plus: A policy that causes both optimism and anxiety.’
